The Unspoken Condition: What Does Hamas’s Survival Look Like in This Deal?

Beneath the public terms of the Gaza peace deal lies a crucial, unspoken condition: the survival of Hamas as a political movement. While the agreement requires the group to cede governance and implicitly move toward disarmament, it also offers a pathway for it to endure, albeit in a different form.
By accepting the deal, Hamas has likely calculated that this is its best chance for survival. Continued war could lead to its total destruction, but this agreement allows it to claim a victory of sorts: ending the Israeli campaign and securing a withdrawal. This narrative can be used to maintain its support base.
The plan to transfer administrative power to a technocratic body can be seen as a strategic retreat. It relieves Hamas of the burden of governing a devastated territory, a task at which it has largely failed. This allows it to preserve its resources and focus on its long-term political objectives.
The group’s insistence on being part of a “comprehensive Palestinian national framework” to decide on final status issues is key to its survival strategy. This ensures that Hamas remains a relevant and powerful player in the broader Palestinian political arena, even if it no longer controls the day-to-day life of Gaza.
This deal does not envision the complete eradication of Hamas, but rather its transformation from a ruling militant group to a political faction within a larger Palestinian system. The survival of Hamas in this new form is the unspoken price that may have been paid for the release of the hostages and an end to the war.
