Ukraine’s Future Air Force: US F-16s to Fly Alongside French Rafales

Ukraine’s future air force will be a potent mix of American and French technology, as a new “historical” pact with France adds 100 Rafale jets to its growing fleet. This deal, signed by President Zelensky in Paris, comes as Kyiv is already beginning to receive F-16 fighter jets from NATO allies like Denmark and the Netherlands. The combination of these two formidable, combat-proven aircraft will give Ukraine a significant leap in aerial capability.
The 10-year French pact is a comprehensive security guarantee. It also includes eight “world-class” SAMP/T air defense systems, new radars, and drones. This package is designed to create an integrated air defense network where the F-16s and Rafales can work in concert with ground-based interceptors to protect Ukrainian skies.
This multi-platform strategy is a response to Russia’s intensified air war, which has seen missiles and glide bombs devastate Ukrainian cities. The F-16s provide a versatile, multi-role backbone, while the Rafales bring a high-end capability, particularly in air-to-air combat and deep-strike missions. This combination will be a powerful deterrent to the Russian air force.
The deal highlights a pivot to European suppliers, a move forced by the halt of US aid under the Trump administration. While the F-16 program was initiated earlier, the new French and a recent Swedish deal for 150 Saabs show that Europe is now the primary source of new aircraft for Kyiv.
Financing for the French deal will be handled by European-led mechanisms. The EU’s €150 billion SAFE loan fund and a G7 plan to use revenues from frozen Russian assets will provide the long-term funding, ensuring that Ukraine can build and sustain this new, powerful, mixed-fleet air force.
